Mary Bailey Named Recipient of the 2025 DOPE® Award for Cannabis Justice Work


DOPE® is returning with a renewed purpose. High Times and Dope Magazine are relaunching the DOPE® program as an active cultural platform dedicated to community, recognition and cannabis justice. As part of this relaunch, DOPE® and High Timesare presenting the 2025 DOPE® Award, an honor given to individuals whose work reflects leadership, service and meaningful impact in cannabis.

This year’s recipient is Mary Bailey, Managing Director and co-founder of the Last Prisoner Project, whose work has reshaped the modern conversation around cannabis justice.

Honoring Mary Bailey with the 2025 DOPE® Award

Mary Bailey has spent more than twenty years working to reform the harms created by cannabis prohibition. At the Last Prisoner Project, she leads development and community engagement efforts designed to fight for the release of cannabis prisoners and support their reentry into society. Under her leadership, the organization has directed more than two million dollars in grants, commissary funds and direct support to constituents and their families.

Her work goes beyond policy advocacy. Mary has built partnerships that connect formerly incarcerated people with resources, training opportunities and sustained community support. Prior to co-founding LPP, she served as Executive Producer of the Maui Cannabis Conference and CEO of Alpha Agency, where she created events focused on education, music and social impact.

Mary has been recognized across the industry for her leadership, including placements on the High Times list of the Top 100 Most Influential People in Cannabis, Advocate of the Year from Benzinga Cannabis, and honors from Cannabis Now Magazine and Cannabis Global Times. Her dedication to the people most affected by cannabis criminalization reflects the spirit of the DOPE® Award.

The DOPE® Award exists to honor individuals whose work strengthens the culture, expands consciousness and pushes the industry toward greater justice. Mary Bailey embodies these principles through her years of service, advocacy and community empowerment.

The DOPE® program is currently active across several platforms and community-facing initiatives.

DOPE® Map
The DOPE® Map is live at DopeMagazine.com and features participating New York dispensaries connected to the High Times Cannabis Cup. The map displays the DOPE® mark as a header and functions as an active use of the mark in connection with mapping services.

DOPE® Community Meetups
High Times and Dope Magazine are hosting DOPE® meetups through the end of 2025. These gatherings bring people together under the DOPE® name and represent current use of the mark for event organization services.

DOPE® Recognition Program
The 2025 DOPE® Award is part of an ongoing recognition initiative that highlights individuals making meaningful contributions to cannabis culture, advocacy and community impact.

A ceremony to present the physical DOPE® Award to Mary Bailey will be held in early 2026 at a High Times event, where her achievements will be honored in person.
