NORML Wants to Hear From Cannabis Consumers: Here’s How to Shape Marijuana Policy in 2026


The cannabis reform movement has a new way to influence lawmakers and policy at every level of government, and the organizers want to hear directly from consumers.

NORML (the National Organization for the Reform of Marijuana Laws) has launched its 2025 Cannabis Consumer Survey, inviting people who use cannabis, recreationally or medically, as well as those who do not consume, to share their experiences, concerns, and policy priorities.

The survey takes about 10 to 15 minutes, is confidential, and will be used to shape NORML’s lobbying and advocacy strategy for 2026. Participants who complete the survey before November 15, 2025 at 11:59 PM ET will be entered into a drawing to win a $100 NORML Store gift card.

Why NORML Is Collecting Consumer Feedback

The cannabis landscape is changing rapidly. More states are legalizing or expanding medical programs. Federal rescheduling is being debated while NORML continues pushing for full descheduling, meaning cannabis would be treated more like alcohol than a controlled substance. Workplace, housing, firearm, and parental rights for cannabis consumers are increasingly contested areas.

Respondents can also rank what NORML’s top policy priorities should be for 2026.
